If you had to choose between Pimsleur and Rosetta Stone, Pimsleur is easily the better option. Rosetta Stone may work for beginning learners with a strong preference for visual content and a distaste for learning aurally, but that's about it.
Which program is better somewhat depends on your style of learning. If you're a visual learner, Rosetta Stone will likely be a better fit with its image-heavy lessons. There are many polyglots who love it and other ones who hate it, but you can rest assure that there are no language enthusiasts who have never heard of it. Pimsleur has been a famous course for several decades and other courses were created based on its original teaching principles.
In Level 5 the pace and conversation move quite rapidly, accelerating exposure to new vocabulary and structures, approaching native speed and comprehension. You'll learn to speak more in-depth about your personal life and emotional state, and be able to create complex sentences using a mix of tenses and moods.
My experience with Pimsleur is that it only teaches you a very limited amount of vocabularies and perhaps 5 levels would have cover most grammar points up to upper beginner / lower intermediate. Unfortunately I don't believe Pimsleur can bring you that far.
The overriding message is that anyone can learn a foreign language, but some people are quicker at it than others. Still, language learning is a serious commitment, and if one's aim is to speak it comfortably (say, 2+ on the FSI scale), this is likely to take the equivalent of six months of full-time study.
Is Duolingo or Pimsleur better?
The clearest advantage of the Pimsleur program is that they are much better than Duolingo at developing your verbal skills. One of the biggest accelerants of learning a language is getting immersed. You need to hear and speak the language in heavy doses, and frequently.

The exceptional thing about Pimsleur's French 1 is that in just 30 minutes a day for only one month, you can learn how to introduce yourself and get to know people, to order food in a restaurant, to ask directions, to go shopping – and that's just the start.
While Pimsleur's recommendation of one lesson a day is designed to allow for effective language learning without overwhelming the learner, doing two lessons in a day is generally acceptable if you feel comfortable with the pace and are able to retain the information.
